Screen Shot 2015-01-03 at 1.22.15 PMJohn Leahy joined the Lowell City Council in 2012 after having served 10 years on the Lowell School Committee. In both roles, John has been committed to quality of life, education, and public safety issues for residents of all of the city’s neighborhoods. Below is a sampling of some of the motions John has filed:

  • Req. City Council support School Committeeman Gignac Motion “Req. the Superintendent develop a Drug Abuse Prevention & Awareness Task Force for the Lowell Public Schools. The Task Force should include, but not limited to, school department staff, city officials, public safety officials, health officials and members of the public. The task force should work to develop strategies to address drug abuse issues throughout the district.”
  • Req. City Mgr. provided update regarding construction on Kearney Square Bridge.
  • Req. City Mgr. provide report regarding incident on East Merrimack St. on January 17th.
  • Req. City Mgr. provide update regarding meeting with National Grid and Verizon regarding “double” poles, or set date for meeting if applicable.
  • Req. City Mgr. provide report regarding all utility work being done by National Grid, including maintenance and emergency repairs on gas lines.
  • Req. City Mgr. have proper department provide update on fire damaged buildings throughout the City, said update to include the status of said buildings.
  • Req. City Mgr. provide update regarding the Methadone Clinic site on Steadman St.
  • Req. City Mgr. report on noise levels at Holy Ghost Park and develop a plan to control the noise levels during the summer months.
  • Req. City Mgr. have proper department determine if Enel is in compliance with all agreements concerning the installation and maintenance of the flash boards at the Pawtucket Falls.
  • Req. City Mgr. discuss plans to address the School Budget shortfall prior to his departure.
  • Req. City Mgr. have proper Dept. Heads (City and School) involved with snow removal meet with Municipal Facilities SC to discuss snow removal.
  • Req. City Mgr. have proper department reexamine the pedestrian crossing lights at the corner of Dutton and Market Streets.C. Leahy – Req. City Mgr. have the proper department inspect the paved streets from last season for quality control.
  • Req. City Mgr. invite UMass-Lowell hockey team in for recognition on recent season.
  • Req. City Mgr. work with proper department to make sure the downtown is kept clean as it concerns the dumpsters.
  • Req. City Mgr. work with proper department and State Delegation to set up a meeting with Comcast in order to discuss pricing for the Lowell community.
  • Req. City Mgr. have the proper department come up with a solution for the cross walk at East Merrimack St. in front of the Lowell Memorial Auditorium.
  • Req. City Mgr. have proper department meet with the Middlesex County Sheriff’s Department in order to organize major clean-up for the City of Lowell.
  • Req. City Mgr. have LPD and LFD provide a report to Council regarding their annual fundraising efforts.
  • Req. City Mgr. have Traffic Engineer review the need for a stop sign at the corner of Raynor and Manadnock Streets.
  • Req. City Mgr. have DPW examine trees at Tyler Park and do any needed trimming before winter.
  • Req. City Mgr. report to Council regarding opening of methadone clinic.
  • Req. City Mgr. update Council regarding new traffic pattern in downtown Lowell and as it relates to UMass-Lowell.
  • Req. City Mgr. identify funding to hire additional police officers out of current year funds without raising the levy, and prepare a report to expand number of sworn officers to 260 officers.
  • Req. City Mgr. prepare a report outlining the use of private contracts as well as the use of city and private equipment for 2014/2015 snow removal; in addition explore new strategy regarding snow removal in the downtown and the neighborhoods.
  • Req. City Mgr. have Superintendent of Police report to Council, whether in open or executive session, regarding the collaborative crime prevention efforts with State and Federal authorities.
  • Req. Neighborhoods SC meet to discuss neighborhood concerns including paving and other issues.
  • Req. City Mgr. have Engineering Department follow-up with Council regarding the recommendations and solutions generated from the City of Lowell Commission on Disability Meeting on November 13, 2014.
  • Req. City Mgr. contact the Superintendent of Schools in order to invite the LHS Fall championship teams before the City Council for recognition.
  • Req. City Mgr. have proper department review signage at corner of Western Avenue and School Street and recommend better organization of the signs.
  • Req. City Mgr. have proper department place signage at Broadway Street Bridge to prevent driving illegally over the bridge.
  • Req. City Mgr. have proper department explore changing detour sign on Perry Street up to Middlesex Street.
  • Req. City Mgr. have DPD provide a report on the current vacancy factor and any recent leasing activity in the Central Business District.
  • Req. City Mgr. outline the process in which City streets are paved, including but not limited to, bidding process and legal requirements of the vendors per Mass General Laws; in addition provide a review of oversight responsibilities and procedures of the City.
  • Req. City Mgr. provide quarterly reports with input from Health and Fire
    Departments regarding drug overdoses in the City.
  • Req. City Mgr. provide an update regarding maintenance of infrastructure in the City.
  • Req. City Mgr. have proper department have a Spring cleaning in downtown area which would include replacing burnt out light bulbs as well as cleaning around dumpsters in alleys.
  • Req. City Mgr. have proper department explore establishing a minimum standard of habitability for all commercial and residential properties in the city.
  • Req. City Mgr. have proper department explore means to completely rehabilitate the existing Lowell Police headquarters, including methods of funding same.
  • Req. City Mgr. contact Congresswoman Tsongas, Senator Markey and Senator Warren in order to discuss appropriate funding for “newcomer” students entering the Lowell Public Schools
  • Req. City Mgr. have proper department work with state agency responsible for the clean-up of area between the Hunts falls Bridge and Duck Island.
  • Req. City Mgr. have Superintendent of Schools provide protocol for response procedures regarding student safety.
  • Req. City Mgr. provide a report to the City Council regarding pooling agreement to reduce electric costs to residents.
  • Req. City Mgr. facilitate a meeting between LPD and UML police to discuss safety issues and collaborative projects between both groups.
  • Req. City Mgr. have proper department develop a plan to restore/repair Andover Street.
  • Req. City Mgr. review the feasibility of turning the Christian Hill “open” Reservoir into a public park and/or recreational space.
  • Req. City Mgr. provide a report regarding clean-up of various homeless camps throughout the city; report to include clean-up of trash and needles as well as provisions for future support of inhabitants.
  • Req. City Mgr. explore creating a data position at the DPD that would include collecting and analyzing information to assist with housing, economic development, planning and homelessness.
  • Req. City Mgr. have proper department work with School Department in maintaining school grounds as pertaining to lawn care and trash removal.
  • Req. City Mgr. have Opiate Task Force convene to discuss Lowell General Hospital $100,000 grant as voted by the City Council on June 14, 2016.
